Police respond to Nov. 2023 Minneapolis homicide / Montrell Earl Scott

Only on Crime Watch: A 26-year-old man has been arrested nearly 15 months after a drive-by shooting homicide in north Minneapolis, Minn.

Montrell Earl Scott was taken into custody last week in connection to the mid-afternoon Nov. 15, 2023 shooting Crime Watch first reported near the intersection of Glenwood and Newton avenues north.

Officers arrived to find 22-year-old Laterryon O’mar Moore obviously deceased with a gunshot wound to the head. Several 9mm shell casings were recovered from the scene, and Shotspotter data indicated automatic gunfire was involved.

According to the criminal complaint, the shooting was captured on surveillance video, and police were able to see the suspect matching Scott’s description was shooting from the passenger side of the vehicle. Another black male with a smaller build appeared to be driving the vehicle.

A license plate was able to be obtained from the video that was traced to Scott’s girlfriend, Tursha Miller, as the registered owner of the vehicle, who lived in Eagan.

Cell phone data obtained by police also showed Scott’s phone was in the area at the time of the shooting. Based on license plate reader detections and city surveillance cameras, and a review of Scott’s cell phone location data, the Malibu circled the area where the victim was standing for roughly five minutes before the shooting. Additionally, about 3 minutes and 20 seconds before the shooting, on surveillance footage outside of the store, another known adult male is heard saying, “It’s the opps!” when he sees the Malibu. “Opps” is a common term that means “opposition,” “enemy,” etc. according to the criminal complaint.

Cell phone data indicated several calls between Scott and Miller in the time frame surrounding the murder. Data also showed Scott’s phone in the area of Miller’s Eagan residence about 75 minutes after the murder. About two-and-a-half hours after the murder, Miller called Eagan police to report that her vehicle had been stolen. Cell phone data showed Scott’s phone traveling from Eagan to the Eden Prairie area at that time.

In February of 2024, officers located the abandoned Malibu near the location in Eden Prairie. Forensic scientists developed DNA profiles from the interior of the vehicle and determined that a male profile from the steering wheel and interior passenger door matched to Scott in the Minnesota convicted offender database.

The criminal complaint implicates Miller in straw purchasing guns for Scott, who is a convicted felon and is prohibited from possessing firearms due to a prior armed robbery conviction. Firearm purchase records show Miller bought two handguns in one day in Feb. 2023.

No motive for the killing of Moore is listed in the criminal complaint. Scott was charged by warrant in Dec. 2024 with two counts of second-degree murder, one involving intent but not pre-meditated and the other count involving a drive-by.

Scott was granted a public defender at his initial court appearance last week and remains in custody on $1 million bail. His next hearing is scheduled for March 4.

Information was not immediately available on whether Miller will face any charges in relation to straw purchasing firearms or for aiding Scott in any way.
