Repeat offender on recently stayed felony sentences charged with firing shots at motorcyclists

A perpetrator we first wrote about in February 2021 after he rammed a Fridley squad and fled from police is now facing new charges in Anoka County, Minn.

And the new charges come just three months after the suspect was granted stayed sentences on five felony convictions in four cases in Hennepin County.

Carson Thomas McCoy, 21, of Blaine is newly charged with second-degree assault and fleeing police. Charges allege McCoy fired shots at three motorcyclists in Ham Lake, then fled the wrong way onto two highways, rammed a squad during the pursuit, and eventually slammed his vehicle into a tree in a Blaine park while fleeing police.

We first posted about the incident on Wednesday, Aug. 10, just after 2 p.m. as officers aired that the fleeing vehicle had crashed into a tree at Aurelia Park in Blaine, near 91st and Jefferson Street Northeast.

Charges say the three motorcyclists were at a red light at Crosstown Boulevard Northeast at Lexington Avenue Northeast and continued when the light turned green. They later told police that a black car ran the red light at a high rate of speed and almost hit them. The group then turned around and followed the vehicle on Lexington Avenue. After they got in front of the vehicle, the driver, later identified as McCoy, sped around them and fired a handgun out of the sunroof. McCoy then fired the gun at the motorcyclists through the driver’s side window. Police later found shell casings in the area.

Multiple law enforcement agencies responded to locate the vehicle which was eventually identified as traveling on Highway 10 in Blaine. Officers pursued the vehicle. At one point the vehicle entered Highway 10 in the wrong direction. The pursuit continued onto Highway 65 where the vehicle again proceeded in the wrong direction. The suspect vehicle started to drive in the grass near a Kwik Trip and officers lost sight of the vehicle. The vehicle was located again traveling at a high rate of speed toward Polk Street Northeast. At approximately 2:05 p.m., Deputy Bolles saw the vehicle on the wrong side of the road on Van Buren Street Deputy Bolles activated his emergency lights and attempted to block the vehicle. McCoy sat up, drove toward Deputy Bolles, and rammed the squad. The vehicle then went into a yard of a residence and Deputy Bolles followed onto 91st Avenue Northeast. McCoy slammed on the brakes before Jefferson Street then accelerated and attempted to turn right. However, McCoy lost control and crashed into trees in Aurelia Park. Law enforcement officers from several agencies arrived and McCoy and a passenger were arrested. Police found a gun inside the vehicle.

McCoy remained in custody as of Friday on $300,000 bail. His next hearing on the new charges is scheduled for Aug. 31.

CRIMINAL HISTORY

Court records show that McCoy was also arrested at the time on numerous warrants out of Anoka and Hennepin counties which include several felony charges/cases including fourth-degree assault on police, multiple narcotics, multiple burglary and other charges.

The February 2021 case in which McCoy is accused of ramming the Fridley squad is still an open and active case. McCoy was charged with three felonies and a misdemeanor in that case including fleeing police in a motor vehicle, two counts of controlled substance, and failure to stop following a traffic crash. The case has been continued several times due to McCoy’s failure to appear at hearings.

McCoy has subsequently been charged in numerous cases with multiple felonies, yet his bail had not been revoked.

In May 2022, McCoy was granted stayed sentences or stays of imposition on five felony convictions in four cases in Hennepin County. Despite McCoy’s numerous open cases, Judge Nicole A. Engisch granted the stays in the four cases involving burglary, fleeing police, and financial card fraud. McCoy was instead placed on probation. Two months later, in July 2022, probation violation reports were filed in all of the cases, according to court records.

Court records show that Hennepin County has issued warrants for McCoy’s arrest in three of the four recently adjudicated cases.
